Law Enforcement Officers

The Firm specializes in the representation of law enforcement officers, supervisors and their unions in administrative, civil and criminal matters. The Firm has extensive experience in handling the full range of employment and labor law issues that may come up for law enforcement officers.

The Firm previously served as General Counsel for the United States Capitol Police and United States Park Police labor unions. In addition, the Firm has represented other Fraternal Order of Police unions, such as the Bureau of Engraving and Printing police union, the Library of Congress police union and the National Institutes of Health police union in labor and employment matters. In that capacity, the Firm has handled numerous individual employee and union cases before arbitrators, the Merit Systems Protection Board (MSPB), the Congressional Office of Compliance (OOC), the U.S. Office of Special Counsel (OSC), the Equal Employment Opportunity Commission (EEOC), National Labor Relations Board (NLRB), Federal Labor Relations Authority (FLRA) and in state and in Federal courts.

The Firm represents Federal Law Enforcement Officers in all types of proceedings nationwide, such as assisting them in their legal defense of misconduct and performance charges before their agency, grievances and arbitration matters, appeals before the MSPB, and complaints before the OSC and the EEOC.

In the District of Columbia, the Firm has significant experience in representing supervisors and officers of the District of Columbia Metropolitan Police Department (MPD) in internal affairs investigations, trial boards, appeals to the Assistant Chief and Chief of Police, in addition to appellate review at the D.C. Office of Employee Appeals. The Firm understands the special rules and legal defense necessary under the MPD general orders.

In the State of Maryland, the Firm has experience in the representation of law enforcement officers under the Maryland Law Enforcement Officers Bill of Rights (LEOBR), contained in Article 27 of the Maryland Code.

In the Commonwealth of Virginia, the Firm represents law enforcement officers in disciplinary proceedings and appeals involving alleged misconduct or performance matters.

The Firm recognizes that each law enforcement agency differs to some extent, and often times some departmental procedures vary, requiring special attention to specific general orders in preparation for the legal defense of law enforcement officers.

The Firm also has experience representing law enforcement supervisors and officers in agencies such as the U.S. Secret Service, Federal Air Marshal Service, U.S. Marshal Service, U.S. Department of Justice, FBI and other sensitive law enforcement agencies. Cases involving these sorts of agencies require special attention due to the difference in laws and regulations applying to employees of these entities. The Firm is familiar with these areas of law and is ready to assist you.

The Firm also has experience representing those law enforcement officers in the corrections field. The Firm has represented both private and public corrections officers in disciplinary actions, discrimination matters and other areas of employment and labor law.

The Firm is a member of the Fraternal Order of Police Legal Defense Plan and accepts this Plan, which is sponsored by the Fraternal Order of Police, for the payment of legal fees. The Firm also provides legal services as directed to members of NULEA, the National Union of Law Enforcement Associations, and also on a special hourly rate for retained services by their members. For other law enforcement officers, the Firm offers reasonable hourly rates for members of the law enforcement community.
